on culture
The initial Cultural Agreement
signed in May 1985 between the two countries provided for
cooperation and exchanges in education, science and other fields.
Subsequently a CEP, signed in 1994-97, which continued to be
revalidated in subsequent years by mutual exchange of letters
until 2007, also provided for collaboration in similar sectors.
However, the subsequent MoU on Cultural Cooperation signed in 2007
did not include any collaboration in the field of Education
as the Dutch government had discontinued grant of specific slots
of scholarships for Indian students. Dutch Scholarships are now
administered directly by the Dutch universities and the conditions
and programmes differ from one institution to the other. The
principal Dutch government-funded scholarship, implemented
by the Dutch Embassy in New Delhi, is the prestigious HSP
Huygens Programme which is open to excellent students from all
countries, including India. It is aimed at talented students who
want to come to the Netherlands in the final phase of their
bachelor’s studies or during their master’s studies.
Under
provisions of the erstwhile CEP, Indian Council for Cultural
Relations (ICCR) continues to offer 3 slots of scholarships
each year for Dutch students. This is regulated by the Embassy
through NUFFIC (Netherlands Organization for International
Cooperation in Higher Education). Additionally,
each year Kendriya Hindi Sansthan, Agra also offers
2 slots of Scholarships for study of Hindi under ‘Propagation of
Hindi Abroad (PHA)’ scheme for Dutch nationals at Agra.
